Universitaly Pre-Enrollment Guide: The Official Pre-Enrollment Process for Non-EU Students

Universitaly is a central digital platform coordinated by the Italian Ministry of University and Research (MUR). Its purpose isn't to replace a university's own academic admission decision; it's to create the candidate's official record with the state and connect that record to the visa process.

Through Universitaly, a candidate registers only a single Italian university and programme with the state. The selected university reviews this registration; if it validates it, the information is transferred digitally, directly to the relevant Italian Consulate in the candidate's country of residence.

Universitaly doesn't replace the university's own application portal — the two are separate systems with different functions.

Universitaly pre-enrollment is a formal, mandatory step for Non-EU candidates who require a study visa. This obligation is independent of which programme the candidate was admitted to — that is, independent of whether the programme uses CEnT-S.

The Universitaly portal opens for a specific window within the academic year, and this window can vary depending on universities' academic calendars.

Different universities' own application/pre-assessment windows can also run on different schedules. Because of this, a candidate needs to track both their target university's own deadline and Universitaly's relevant window at the same time.

After a candidate creates their pre-enrollment through Universitaly, the process continues with the selected university reviewing that registration. If the university validates the application, this validation transfers the data digitally, directly to the relevant Italian Consulate in the candidate's country of residence.

Without this official data transfer reaching the consulate, a candidate generally isn't able to submit their student visa application.

A Universitaly validation reaching the consulate is a precondition for the student visa application. In other words, the consular process doesn't normally begin before this data transfer takes place.

Because of this complexity, reassignment can put a candidate's visa timeline at risk. This is also why finalising your programme choice early on matters so much.

Delays can occur in how universities' academic validation processes integrate with the Universitaly portal. Universities that receive high demand may process applications in chronological order, which can extend the wait for some candidates.
